Opening Ceremony for the Bachelor’s Program in English Language for Students of the People’s Security University
On April 23, 2026, Ton Duc Thang University, in collaboration with the People’s Security University, held the opening ceremony for the Bachelor’s Program in English Language for intake D34. This is the first cohort under the cooperation program between the two universities, marking a new milestone in their training partnership.
The ceremony was attended by Assoc. Prof. Dr. Tran Trong Dao, President of Ton Duc Thang University; Major General Dr. Tran Van Tuan, President of the People’s Security University; along with leaders of affiliated units and all enrolled students.
The program is implemented in the context of increasingly urgent demands for international integration, especially for the People’s Public Security force. The Bachelor’s Program in English Language not only equips students with foreign language proficiency and access to global knowledge but also aims to improve the quality of human resources to meet new challenges.
Notably, this program is not merely an academic activity but a strategic initiative aligned with the policies of the Government and the Ministry of Public Security to build a “regular, elite, and modern” police force. The collaboration reflects proactive and innovative thinking in education, linking training with practical needs and global integration trends.
Speaking at the ceremony, Assoc. Prof. Dr. Tran Trong Dao emphasized that the program represents the convergence of two different training orientations with a shared goal: developing well-rounded individuals who possess both professional knowledge and the ability to integrate internationally while serving the nation. In a rapidly changing world, foreign languages are not just skills but a foundation for expanding thinking and adapting to new demands.

Representing the People’s Security University, Major General Dr. Tran Van Tuan affirmed that the program contributes to enhancing training quality and lays the foundation for developing a contingent of officers with strong competence, character, and the ability to integrate internationally.
The first cohort includes 40 outstanding selected students, who not only participate in the program but also serve as pioneers in shaping and spreading the value of this training cooperation model.
On this occasion, Ton Duc Thang University awarded full first-year scholarships to two outstanding students, demonstrating its commitment to creating favorable conditions for them to focus on their studies.
With a solid foundation of cooperation and a long-term vision, both universities expect the program to be effectively implemented and gradually become a model for inter-university training collaboration. It aims to develop police officers who are “politically steadfast, professionally competent, proficient in foreign languages, and ready for international integration,” meeting the country’s development needs in the new era.
At the same time, with careful preparation and strong commitment from students, the program is expected to achieve positive results, open new directions in training cooperation, and contribute meaningfully to higher education development and national defense.
