Review Conference on the Cooperation Framework between Ton Duc Thang University, the People’s Security University, and the People’s Police Political Academy
On April 10, 2025, a Conference reviewing the cooperation activities between Ton Duc Thang University, the People’s Security University, and the People’s Police Political Academy was held at the People’s Security University. The Conference aimed to evaluate the results of past cooperation, as well as, to discuss and orient collaborative programs for the next phase.
Attending the Conference were Lieutenant General, Assoc. Prof. Dr. Phan Xuan Tuy – Director of the People’s Police Political Academy; Major General, Dr. Doan Minh Ly – President of the People’s Security University; Dr. Tran Trong Dao – President of Ton Duc Thang University; along with members of the Party Committee, Board of Directors, Presidential Board, and representatives from functional units of the three institutions.

In their remarks at the Conference, leaders of the participating institutions highly commended the achievements attained in recent years, particularly the cooperation between Ton Duc Thang University and the People’s Security University in the areas of training, academic exchange, university governance, and scientific research. The expansion of collaborative ties with the People’s Police Political Academy was regarded as a significant step forward in fostering a strategic and comprehensive partnership among prominent higher education institutions within the Public Security sector and the network of autonomous public universities.
As a result, after three years of implementation, the parties involved in the agreement have achieved numerous positive outcomes across several key areas, including collaboration in training and improving the quality of human resources, joint efforts in education and academic development, cooperation in scientific research and technology transfer, as well as, other operational activities.
The institutions have actively engaged in and supported one another through various training and educational initiatives aimed at enhancing the quality of human resources and academic programs. This has been achieved through the exchange of personnel for teaching assignments and the invitation of guest speakers to deliver specialized lectures tailored to each institution’s areas of expertise. Notably, Ton Duc Thang University (TDTU) has organized seminars and invited lecturers from the People’s Security University to participate and share their experiences. TDTU has also delegated its leaders and lecturers to present knowledge and expertise in teaching and research at forums organized by the Faculty of Political Theory of the People’s Security University (T04). In addition, TDTU has coordinated the participation of experts in multiple sessions, offering reports and presentations to support the People’s Security University in advancing digital transformation, improving quality assurance, and enhancing overall performance across key operational areas.
Building on the confirmed achievements to date, and with the goal of further enhancing the quality and effectiveness of joint efforts, while maximizing the strengths and advantages of each institution, the institutions reached a consensus on strengthening their collaboration in the upcoming period. During the Conference, all parties agreed to intensify cooperation in key areas, including:
- Exchange of lecturers, trainees, and students in training and professional development programs
- Joint organization of scientific conferences and co-publication of research findings
- Sharing university governance models and modern teaching methodologies
- Cooperation in political theory training, enhancing educational management capacity, and developing high-quality human resources


Notably, the leaders of the three institutions reaffirmed the pivotal role of higher education in the nation’s development. Emphasizing the importance of leveraging each institution’s unique strengths to foster collective growth in an era marked by digital transformation, global integration, and comprehensive educational reform.



The Conference concluded in a respectful, open, and collaborative atmosphere. All parties expressed strong confidence in the potential for long-term, sustainable cooperation, united in their shared commitment to enhancing the quality of education and research, and affirming the position of Vietnamese higher education institutions on the regional and world map.
