Ton Duc Thang University signs cooperation agreement with Ho Chi Minh City Labor Federation: The first university–trade union partnership model implemented in Vietnam

On May 15, 2026, Ton Duc Thang University (TDTU) and the Ho Chi Minh City Labor Federation officially signed a comprehensive cooperation agreement for the 2026–2030 period, aiming to develop high-quality human resources, promote innovation, and enhance the capacity of trade union officials, union members, and workers across the city.

In the context of Vietnam accelerating the development of science and technology, innovation, and digital transformation in accordance with Resolution No. 57-NQ/TW of the Politburo, the cooperation between TDTU and the Ho Chi Minh City Labor Federation carries significant importance, not only for the two institutions but also for the labor community and the socio-economic development of Ho Chi Minh City.

Expanding educational and upskilling opportunities for workers

According to the agreement, both parties will focus on implementing various practical cooperation programs in the field of education and human resource development. TDTU will collaborate with the Ho Chi Minh City Labor Federation to develop undergraduate and postgraduate training programs, professional development courses, vocational skills training, digital skills, information technology, foreign languages, and more for trade union officials and workers.

Notably, TDTU’s scholarship policies for trade union officials and their children within the Ho Chi Minh City Labor Federation system clearly demonstrate the University’s commitment and social responsibility in creating access to quality education for the labor community.

Connecting universities – trade unions – enterprises

Beyond education and training, the partnership also aims to promote scientific research, technology transfer, and innovation serving practical needs. The two institutions will jointly conduct research projects and science and technology initiatives related to the development of the working class in the context of digital transformation and international integration, while also implementing consulting activities, technical improvements, and technology applications for enterprises and trade union organizations.

This cooperation is also a concrete demonstration of TDTU’s implementation of the spirit of Resolution 57-NQ/TW on breakthroughs in science, technology, innovation, and national digital transformation, by linking research activities with practical demands and real-world applications in production and daily life.

Another important highlight of the cooperation program is strengthening connections among the University, trade union organizations, and enterprises. Through activities connecting grassroots trade unions with TDTU, organizing knowledge forums, vocational skills competitions, and innovation programs, both sides aim to create a sustainable ecosystem linking education, research, and industrial practice.

This is not only a strategic cooperation model but also evidence of TDTU’s development orientation: using knowledge to serve the community, innovation to create social value, and people-centered principles for all development activities.

The event also marks a historic milestone: for the first time in Vietnam, a university has signed a comprehensive cooperation agreement with a city-level labor federation. The agreement opens up a new collaborative model in education, research, technology transfer, and high-quality human resource development.

Through this cooperation program, TDTU continues to affirm its orientation toward becoming a research university associated with community responsibility, while expanding the role of higher education in serving workers and promoting sustainable social development in the digital era.
