I. Establishment and development

The Project Management Board was established under Decision No. 43/TĐT-HĐQT dated January 29, 2007. By 2022, it had been in operation for over 15 years, with the primary functions and responsibilities of advising on the necessary procedures for the university's construction, including planning, project development, construction permits, design, contractor bidding, construction supervision, acceptance, and final settlement of works.

However, by 2022, the organizational structure of the Project Management Board no longer complied with current construction laws. Additionally, to ensure stable development and implement future strategic directions, the demand for fundamental construction investment and procurement at the university was expected to increase significantly. It became essential to establish proper investment planning processes and procedures. Therefore, it was necessary to expand the functions and rename the Project Management Board to the Planning and Project Office as a direct unit advising the Board of Rectors on infrastructure development, procurement, and long-term institutional planning.

On June 23, 2022, the University Council of Ton Duc Thang University passed Resolution No. 14/NQ-HĐTĐHTĐT, approving the proposal to expand functions and rename the Project Management Board to the Department of Planning - Project. Subsequently, on September 12, 2022, the university issued Decision No. 2564/QĐ-TĐT, officially implementing the change in name and function from the Project Management Board to Department of Planning - Project.

II. Function and Mission

1. Function

Advise, organize, and implement planning and investment in construction.

Advise on planning and organize the implementation of procurement procedures for the university to support teaching, learning, and research activities.

Carry out assigned tasks in coordination with external units as stipulated in this regulation when authorized by the Rector.

2. Mission

Developing plans and organizing the implementation of new construction investments; expanding, renovating, upgrading, and repairing university facilities. This includes organizing and advising on investment project formulation, design, bidding, project management, construction supervision, settlement of accounts, and maintaining and providing documentation as required.

Planning and executing procurement procedures for materials, equipment, and services in accordance with regulations.

Developing regulations, policies, and operational procedures within the scope of its assigned functions and duties, and submitting them to university leadership for approval per institutional guidelines.

Researching and referencing domestic and international development models to advise the university on strategic direction, medium- and long-term development plans, and comprehensive planning for university projects in alignment with overall objectives.

Providing consultancy support to faculties and departments within the university to explore and apply suitable domestic and international development models related to investment, construction, and equipment procurement. Ensuring compliance with legal regulations and university policies while enhancing infrastructure investments to support the university’s growth, improve the quality of research and teaching, and foster a modern working and administrative environment.

Advising on and evaluating procurement and bidding documentation.

Conducting statistical analysis, compiling reports, and summarizing data as required.

Carrying out additional tasks assigned by the Rector.

Within the scope of its functions and responsibilities, the Planning and Project Office has the authority and responsibility to coordinate with internal university units. Under the delegation of the Board of Rectors, it may also liaise with external agencies and organizations to fulfill assigned tasks.

Proposals and recommendations from the Planning and Project Office, as well as other units regarding investment and procurement management, serve as a basis for the Board of Rectors in decision-making and directing related activities within the university.
